In collaboration with various community stakeholders, the Planning Department develops and recommends policy that promotes effective land use strategies that improve the quality of life for Randolph’s residents. Creating and promoting a liveable, vibrant and efficient built environment while ensuring the protection and enhancement of important environmental and agricultural resources are key tenets for the Planning Department. Public and stakeholder involvement in the planning process is encouraged as a means to balance competing interests and engage the
community.
The planning function is governed by the legislative and policy framework provided by The Zoning Act, the Town of Randolph Zoning Bylaws, state and federal statutes.
The department oversees both long-range policy planning (Master Plan and Open Space & Recreation Plan) and development control functions (Zoning By-law, Subdivision Control, Site Plan Control) and provides leadership and support in other strategic exercises undertaken by various departments and committees of the Town (Community Preservation, Economic Development Plan).
Through the use of these Planning documents, the department strives to balance social, environmental and economic interests, in order to achieve a built form that will benefit both the present and future residents of the community.
The functions of Planning and Zoning are carried out by a Planning Director, a five member appointed Planning Board and a five member appointed Zoning Board of Appeals.
Planning Board - This board administers Subdivision Regulations in accordance with the commonwealth's subdivision control law(s), reviews special permit applications and makes decisions and recommendations required by the zoning bylaws for the Town and the state zoning act in regard to zoning amendments and rezoning petitions.
Zoning Board of Appeals (ZBA) - When a project does not fit the use or dimensional requirements of the Zoning Code, the applicant may request relief via the ZBA. Relief may be granted following a public hearing and a finding that the proposed changes/project will be in harmony with the legal zoning for the area in question.
