Report of the Planning Board
The Planning Board had another productive year in 2007. I would personally like to thank the voters of Randolph for electing me for another five year term. I would also like to thank the Board Members for their support in giving me another year as their Chairman.
In the year 2007, your Planning Board has had 24 public hearings and has acted on 23 subdivisions, either as a preliminary plan, definitive plan, approval not required plan or a special permit.
As you may know, in 2005 the Board voted to change our fees and modernize our subdivision road layouts. As a result, we have our first updated subdivision on Chestnut Street at a 75% completion schedule. In 2006 and 2007, your Planning Board also took in over $20,000.00 in revenue from application fees and so far turned back over $6,400.00 to the General Fund.
The Planning Board also voted to rescind the cash surety being held for completion of a subdivision on Orchard Street. In conjunction with the Randolph DPW and other contractors, we were able to finish the subdivision to the delight of the homeowners.
The Planning Board has also worked closely with Stantec Corporation of Boston, the Board’s engineering consultants. Stantec reviews all of the subdivision plans and makes recommendations to your Planning Board approval, or in some cases, our disapproval. Stantec also inspects the Planning Board’s subdivisions throughout all phases of the construction process and keeps us informed at all times. All of the engineering and inspection review is paid for by the contractor through your Planning Board. This has turned out to be a very substantial cost savings for the town, as well as a more fair and equitable practice as compared to years past.
I would like to thank, on behalf of myself and the members, all of the town departments for the help our Board receives through the course of the year. I would also like to give a special thanks to our secretary, Paula McCarthy.
